Pecos Earns Prestigious ‘Smart Rural Community’ Designation

The Pecos Economic Development Corporation (PEDC), in partnership with DelCom and the Town of Pecos City, has been awarded the prestigious "Smart Rural Community" designation by the Rural Broadband Association. This recognition highlights Pecos’ commitment to embracing innovative technology and expanding broadband access to foster a more connected, forward-thinking community in West Texas.

Throughout 2024, PEDC leadership, under the direction of Executive Director Jimmy Dutchover, collaborated with Jerry Tenison, Vice President of Marketing and Sales for DelCom, Reeves County Judge Leo Hung, and Town of Pecos City Manager Charles Lino to identify Pecos’ broadband needs and lay the groundwork for a master broadband fiber-optic plan.

A dedicated group of community leaders and government officials, working alongside Dr. Joseph Villescas, a grant writer from El Paso, helped secure this designation by focusing on four key initiatives:

  1. Broadband Expansion: Expanding high-speed internet access to ensure connectivity for all residents, businesses, and institutions while positioning Pecos as a hub for technology-driven industries.
  2. Digital Education: Implementing digital education programs for students and adults through partnerships with the private sector and Pecos-Barstow-Toyah ISD (PBTISD), equipping the community with essential skills for the digital age.
  3. Smart Infrastructure: Investing in smart infrastructure solutions, including energy-efficient street lighting and advanced utility management technologies.
  4. Telehealth Services: Enhancing healthcare access through telehealth initiatives to enable residents to receive remote medical consultations and support.

A Collaborative Effort for a Smarter Future

"We are incredibly honored to receive the 'Smart Rural Community' designation," said Jimmy Dutchover, Executive Director of the Pecos Economic Development Corporation. "This recognition reflects the hard work and vision of our community leaders, including our county, city, hospital, and school officials. By embracing technology and innovation, we are laying the foundation for a vibrant, connected, and sustainable future for Pecos. Now, we are focused on securing federal and state funds through the Texas Broadband Development Office to continue this progress."

Dutchover also highlighted the crucial role of the Joint Taxing Entity group and the 2*6 Advisory Committee, both of which meet regularly to align funding and strategic goals across various sectors, including county services, healthcare, education, and emergency management.

"By working together and pooling resources, we ensure that taxpayer dollars are used efficiently and effectively—unlike anywhere else in Texas," Dutchover added. "I encourage residents to engage with their elected officials or board members to learn more about our collaborative efforts and how they can contribute."
